The Software Engineering Competence Center (SECC) mission is to support the development of the software industry in Egypt by improving the software engineering practices to higher maturity levels and achieves strong global market presence. Providing efficient and quality training is an essential tool to achieve SECC goals, where the main objectives of training unit are the following:

The main objectives of assessment unit are the following:

To assess and evaluate current status of local software industry.

Consultation Unit |
| |
SECC is sponsoring a facilitated brainstorming sessions to develop a flexible approach with software companies in Egypt to start their SPI program based on the Capability Maturity Model CMM.
SECC is going to provide an integrated collection of services (training & consultation) to help SW organizations to determine its strength and weakness relative to SEI-CMM.
SECC consultation will focus on Level 2& 3 KPAs policies, processes, standards and procedures implementation.
SECC will help Egyptian companies to get handle on real problems and issues facing them , giving thoughtful judge how selected practices from the CMM can help them to achieve their technical and business objectives in terms of project predictability, product quality, productivity and decreased project cycle time. SECC will do that through both the use of the CMM and its own understanding of the Egyptian human dynamics.
These brainstorming sessions will help SECC to select the pilot SW organization which can sustain its SPI program. The organizations will ultimately be responsible for:

Making their key strategic decisions to start their SPI program. |

2.

Adopt the standards and procedures to fit into their actual software processes. |
| |
3.
|
Enacting (updating) their software processes and providing feedback regarding their effectiveness.

SECC will review processes's documentation, life cycle description, actual project work products (software requirements specifications, …). Working together SECC will give them a detailed precise report of observations on the documents being reviewed and tangible improvement strategy. At this point SECC will be able to judge what level of management is appropriate for a particular formal CBA-IPI in the near future.
SECC will help the selected organizations to improve their ability to make and meet realistic commitments, as SECC will support tutorial on how to create action plan based on finding from this self initial assessment. Following implementation of such action plans to satisfy evaluation criteria and track their progress with different methods will be of a great help.
SECC opinion is that the CMM is simply a model that recommends ways to address the problems that affect software organizations. Practitioners are expected to apply this model in a sensible, relevant and practical way, which means adjusting it to fit local situations and objectives. It is not recommended to start by informal or formal assessments, It is more advisable to start with this consultation effort to make our SPI program more effective in both time and cost aspects. This consultation must go in parallel with the local training effort to achieve the best results.
